Seventeen miles
up the Ohio River from the Silver Grove plant, white smoke billows
more than 600 feet into the air from the smokestack of a coal-fired
electric generating station. To the environmentalists and engineers
dedicated to cleaning up the air, white smoke is about as good as it
gets. White smoke, after all, is nothing more than water vapor. |
